Some of the water stains in the ceiling of Caprisha Shamyra Williams' Lincoln Towers apartment. Williams, 30, a Northern Illinois University sophomore, was speaking out about the conditions of the building and the difficulty in getting maintenance work done in a timely manner. She is a member of the newly-formed DeKalb Tenants Association who plan to address the city council at Monday's meeting.
